JOHNSON appeared to be breathing, but the vehicle was in drive and running. JOHNSON had his hand on the shifter. When Set. Lange approached, he observed a marijuana joint on the center console in plain view and a sandwich baggie with green bud material, believed to be marijuana. The marijuana was not in a proper package inside a motor vehicle.
Officer Wallace tapped on the window, and JOHNSON woke up and had a very surprised look. JOHNSON had wide eyes, and he was looking around as if confused. JJOHNSON ignored verbal commands to put the vehicle in park. JOHNSON refused to unlock the vehicle. Sgt. Lange observed JJOHNSON to have some undeliberate movements, as if getting more and more heightened in nervousness. JOHNSON put the vehicle in reverse and took off westbound on Hwy 12 SW at a high rate of speed, spinning out while trying to get away.
Sgt. Lange pursued JJOHNSON. After approximately one block and monitoring the vehicle traveling westbound, Sgt. Lange observed that JOHNSON was going to take a left turn at 10® Street SW. Sgt. Lange observed JOHNSON sliding sideways, and the vehicle bounced and then came to an abrupt stop, with parts of his vehicle being thrown up and into the air everywhere. JOHNSON'S vehicle drove up over the curb, past the sidewalk, and struck a cluster of three to four metal poles. JOHNSON collided with another vehicle, a 2017 blue Chevy Malibu, bearing Minnesota license plate [PLATE REDACTED], which was disabled in the right westbound lane of Litchfield Avenue SW (Highway 12), just west of Highway 12. JOHNSON got out of the vehicle and took off on foot, running away to the south from his vehicle.
Sgt. Lange chased JOHNSON to the south side of the gas station, on the southwest comer of Hwy 12 and 10% Street SW. Sgt. Lange pursued JOHNSON on foot up and around to 101 Street SW, down to the end of the block, and then back into the block. Officers then surrounded JOHNSON. JOHNSON tried to hide behind a wood pile. After initially not complying with instructions, JOHNSON was arrested. 4 JOHNSON was searched incident to arrest. Sgt. Lange located a large amount of cash in his right pocket. Inside the right pocket was a marijuana joint, half smoked.
Sgt. Lange also located a chip remover item from his pocket, with a couple Q-tips. It is known to Sgt. Lange from prior drug contacts that some of these chemicals can be huffed from Q-tips once they are applied to them to induce intoxication. In the vehicle, Sgt. Lange obtained and seized the plant bud material from the front passenger seat. It was later weighed at 16.27 grams and gave a positive NIK test as marijuana. It was packaged in a clear plastic baggie, which is not the proper packaging of marijuana in a motor vehicle.
