On February 28, 2026, at approximately 6:02 P.M., Maplewood Officers were dispatched to the 2500 block of Conway Avenue East, Maplewood, County of Ramsey, on a domestic. The suspect-SAVION EVERETTE KINCHELOW, [DOB REDACTED]-left the residence before police arrival. KINCHELOW was described as caller's ex-boyfriend. Officers arrived and spoke with AMM. AMM said at approximately 3:00 P.M., she and KINCHELOW got into a verbal argument because she wanted him out of the apartment for “being too aggressive.” She told him he needed to leave.
She started to walk out of the bedroom and down the hallway. KINCHELOW ran after her, grabbed her from behind with his right arm around her neck, and held her until she fell face down onto the couch. KINCHELOW was behind her and bent over on top of her. KINCHELOW applied pressure around her neck with his right arm. At some point, KINCHELOW lifted her off of the couch by her neck to a standing position. She fell to her knees and KINCHELOW let her go. AMM said she was strangled for approximately twenty-five seconds.
She could not speak during the incident, but tried to tell him to stop. She believed she almost lost consciousness and experienced blurred vision, became very hot, and could not breathe. At approximately 3:30 P.M., AMM left for work She returned to the residence at approximately 5:45 P.M. She tried to speak to KINCHELOW, but he refused to speak with her. AMM began placing KINCHELOW’s belongings in a bag. She asked him again to get out, but he refused. AMM called 911. She began the call in the living room and then went outside.
KINCHELOW knew she was calling 911. He ran after her, grabbed her phone while she was speaking with dispatch. KINCHELOW spoke to dispatch and tried to make her sound crazy by saying she was not wearing clothes appropriate for the weather. She told him she was going to sit on the porch and wait for police. KINCHELOW hung up the phone. KINCHELOW used her phone as a bribe to get her to go inside. When she was close enough to KINCHELOW, he grabbed her by her hair, “threw her up the stairs,” and into the apartment.
KINCHELOW went into the bedroom, gathered a few belongings, and returned to the living room. He unplugged the security cameras. He got in her face and hit her twice near her right eye. AMM had slight swelling under her right eye, a scratch on the center of her neck that hurt when touched. She said her nails may have scratched her neck when she tried to pull KINCHELOW’s arm away from her neck. A KOPS alert was issued for KINCHELOW. Brooklyn Park Police arrested KINCHELOW during a traffic stop. AMM’s six-year-old daughter, W1, spoke to an officer.
W1 said she saw KINCHELOW pull AMM back into the apartment by her hair/bonnet. Inside the apartment, AMM was seated on the couch with KINCHELOW standing in front of her and over her. W1 saw KINCHELOW hit AMM in the face with the back of his fingers.
