On 09/28/2024 at approximately 0312 hours, the Richfield Police Department executed a stop on a white Dodge Durango for numerous traffic violations near the intersection of Nicollet Avenue and 84th Street in Richfield, Hennepin County. The vehicle had dark window tint, it was observed traveling 50 miles per hour in a 35 miles per hour zone and was missing a front plate. The vehicle contained four occupants, including the driver, ASNAAAN MUSA IBRAHIM, [DOB REDACTED] (IBRAHIM). None of the occupants were wearing seatbelts.
IBRAHIM did not provide insurance when requested. Law enforcement observed suspected marijuana on the center console and on the stomach of a rear-seat passenger. Law enforcement informed IBRAHIM that they intended to search the vehicle. IBRAHIM then put the vehicle in gear and drove off at a high rate of speed. Reports indicate that the pursuit went through yards. IBRAHIM drove the vehicle with deflated rear tires. The vehicle was eventually stopped through a PIT maneuver on 94th Street East and Pillsbury Avenue South, a distance of over five miles.
Once the vehicle was stopped, IBRAHIM fled on foot. Law enforcement stopped IBRAHIM and placed him under arrest. Law enforcement initiated an article search with a canine and located a firearm with a chambered round in the path of the fleeing vehicle, as well as a loaded magazine, and loose 9 mm round. The firearm was located on 84th street near the train tracks on Pleasant Avenue (this is one block west of Pillsbury Avenue S). Law enforcement observed that the firearm had damage consistent with being thrown and hitting the pavement.
Law enforcement obtained a search warrant and then received a buccal swab from IBRAHIM and then sent the buccal and the firearm to the BCA for testing. A BCA report dated 10/20/2024 concluded that IBRAHIM is a possible contributor to the DNA mixture found on the firearm and that the probability of observing the DNA profile is 100 billion times more likely if IBRAHIM and four unknown, unrelated individuals are the source than if five unknown, unrelated individuals are the source. IBRAHIM is prohibited from possessing a firearm through a juvenile adjudication for Drive-By Shooting in Court File ••-CR-••-•••• sentenced on 10/18/2023. A warrant is requested due to the public safety risk posed by the offenses alleged herein.
