On March 1, 2026, officers went to the apartment building at [ADDRESS REDACTED], St. Paul, Ramsey County on an argument. Officers spoke to IS who was being evicted from [APT REDACTED] and in the process of moving out. On March 1, 2026, IS returned to the apartment building to continue moving her belongings out. IS saw her neighbors, JASMINE JANAY WILLIAMS [DOB REDACTED] and JOSEPH WILLIAM PHILLIPS [DOB REDACTED], dragging IS’s fireplace from IS’s apartment into their unit – [APT REDACTED]. IS inspected her apartment and saw the fireplace that had been mounted on the wall and her ION speaker were missing.
Officers spoke to Williams. When asked if she had been inside IS’s apartment, Williams said, “You know when someone moves out and they leave the door open? Then you can go in and grab the stuff that was left behind.” Williams was confused when officers told her that wasn’t normal. Williams then claimed she was just looking around IS’s unit and had not taken anything. Williams let officers look around her apartment, but she protected her daughter’s closet. Williams then revoked her consent to let officers search the apartment.
Surveillance video that was later recovered from the apartment building showed Williams and Phillips entered IS’s apartment. Williams and Phillips both took items from IS’s apartment and took them to their own apartment. An investigator later spoke to Williams over the phone. Williams said she took a fireplace, two plants, and a wall mount from IS’s apartment. Williams initially lied about the identity of the man with her during the incident, but she later admitted it was Phillips. Williams claimed IS told her she could have the items she took from IS’s apartment.
Williams added that the landlord had let Phillips and her go inside IS’s apartment to grab whatever they wanted because IS had turned in her keys and moved out. The investigator followed up with IS after speaking to Williams. IS said she had left the apartment door unlocked so her brother could come and grab some items. IS denied giving Williams permission to take items from her apartment. IS said she hadn’t finished moving her belongings out, and she had not turned in her keys as she used them to access the building.
