On December 3, 2025, officers with the Minneapolis Police Department responded to a report of criminal sexual conduct that occurred at [ADDRESS REDACTED] South, in Minneapolis, Hennepin County, Minnesota. Officers made contact with the adult female victim, [NAME REDACTED] had been sexually assaulted by a man she had been seeing for massage and chiropractic treatment. The victim [NAME REDACTED] had been experiencing back pain and, upon recommendation from family members, began seeing AGUSTIN DE JESUS-URIZAR [DOB REDACTED], Defendant herein, for treatment at his apartment, located at [ADDRESS REDACTED] South.
The victim reported that Defendant held himself out as a chiropractor, massage therapist, and “healer” and provided treatment sessions to her over the course of several months beginning in the fall of 2025. The victim reported Defendant evaluated her physical condition and discussed her back pain in anatomical and medical terms. The victim reported that Defendant directed the structure of each appointment, including instructing her what clothing to wear, when to use a sauna device, and how her body should be positioned for treatment.
The victim reported that Defendant described his techniques as necessary to treat underlying physical issues, including muscle tension, pelvic alignment, and nerve-related pain. The victim [NAME REDACTED] on the defendant’s explanations and believed he was providing legitimate treatment. The victim [NAME REDACTED] on or about November 9, 2025, during a treatment session, Defendant lifted her clothing and began massaging her breasts. The victim [NAME REDACTED] initially startled but believed Defendant’s explanation that her breasts were cold from the sauna and needed to be warmed as part of the treatment.
The victim [NAME REDACTED] during a treatment session on or about November 24, 2025, Defendant told her that her pelvis was out of alignment and that he needed to manipulate internal structures to relieve her back pain. Under that explanation, Defendant digitally penetrated her vagina with his fingers. The victim reported that the penetration lasted several minutes and was painful. The victim [NAME REDACTED] told Defendant that was enough, at which point he stopped. The victim [NAME REDACTED] on or about November 27, 2025, during another treatment session at the same location, Defendant told her he needed to continue working on her pelvic area to relieve tension and improve her condition.
The victim reported that Defendant used a massage gun or vibrating device and inserted the object into her vagina for several minutes. The victim [NAME REDACTED] told her that it was acceptable if she had an orgasm and continued the conduct until she pushed the device away and told him to stop. The victim [NAME REDACTED] on December 3, 2025, she attended another appointment with Defendant. During that session, Defendant massaged her body and, while she was lying on her back with her eyes closed, kissed her right breast.
