On or about Tuesday, April 28, 2026, at approximately 11:45 PM, an officer with the Minneapolis Police Department received information from a Confidential Informant (CI) that a male in the area of East Lake Street and 15th Avenue South within the City of Minneapolis, Hennepin County, is in possession of a handgun. The CI has been working with law enforcement for two months and has been proven to be true, reliable, and accurate. The CI provided a description of the individual as a black male, tall, wearing a brown hoodie, and carrying a backpack.
The male arrived in a black Acura MDX and was parked near the intersection. The Officer began monitoring Milestone camera and was able to confirm the following: a black Acura MDX (MN Plate JAB683) was illegally parked facing westbound on East Lake Street at the bus stop, a group of males ran to the vehicle including a black male, tall, wearing a brown hoodie, gray sweatpants, tan sandals, and carrying a backpack. The male sat in the rear of the vehicle. Officers located the vehicle and observed the vehicle driving westbound on 28th Street in the middle lane and making a left-hand turn from the middle lane onto Cedar Avenue South.
The officers conducted a traffic stop. When the officers approached, they noted the odor of marijuana coming from the vehicle as well as marijuana residue throughout the vehicle. Officers had everyone step out of the vehicle. Officers located a marijuana pipe in the center console. Officers identified the rear passenger who matched the description from the CI and the individual on milestone by their ID as MIKAL GREGORY ANDREWS ([DOB redacted]) DEFENDANT HEREIN. Defendant was seated with a backpack between his legs.
Defendant reached into the backpack to retrieve his ID. Officers searched the backpack and located a tan Glock handgun (Serial #BKKH862) inside the large front pocket. Defendant did not have a permit to carry. Defendant was placed under arrest for possession of a pistol without a permit. In a Mirandized, interview the defendant admitted that the backpack contained the firearm that belongs to him. Defendant admitted that he received the gun as a gift from someone that bought it in North Dakota for him.
The defendant admitted to being “lazy” about getting his permit. Defendant consented to a buccal swab.
