On July 18, 2025, Shakopee Police Officer Alexander Johnson received a report of a theft that occurred outside of a business in Shakopee, Scott County, Minnesota. The reporting party, and identified adult female, (“Victim”), stated her purse has been taken from her vehicle while she was working at the business after she purchased food for lunch. Victim stated she believes she forgot to lock her car. At 6:28 PM, she received a fraud alert at Home Depot in Shakopee, Scott County, Minnesota for a $713.11 transaction on her debit card.
Victim then observed additional fraudulent transactions. There was an unauthorized purchase of $200.00 at Kwik Trip in Shakopee, purchases of $44.00, 68.25, and $1.00, at a Holiday. There was also an attempt to charge $464.93, at Home Depot in Shakopee on Victim’s credit card. The total amount for the transactions, including the declined amount, was $1,847.29. Officer Johnson continued the investigation and collected and reviewed surveillance video. Officer Jonhson observed the suspect enter the Kwik Trip and make a purchase using Victim’s card.
Police databases showed Shange Martin McNeal, [DOB REDACTED], (“Defendant”), was associated with the vehicle the suspect exited. Officer Johnson compared Defendant’s DVS and booking photos with the suspect on surveillance and positively identified Defendant was the person who made the fraudulent transaction. The female registered owner of the vehicle was located and spoke to police. She stated Defendant pumped her gas at Holiday, they went to Home Depot, and he went inside Kwik Trip to purchase cigarettes.
She was unaware of anything abnormal happening. Detective McLain also positively identified Defendant as the male who used Victim’s card at Home Depot through surveillance video. The suspect is wearing the same clothing in both videos and matches Defendant’s appearance. Defendant’s whereabouts were unknown as he was out of compliance with POR requirements as a level 3 offender.
