On October 20, 2025, Minneapolis Police Officers observed a known suspect, SHUKRI ABDULLAHI ABDISALAN, [DOB REDACTED], hereinafter "Defendant," driving a black Lincoln MKX without a front or rear license plate displayed. The vehicle was initially observed in the area of 17th Street E and Chicago Avenue, Minneapolis, Hennepin County. The vehicle was followed to the area of 19th Street and 5th Avenue S with the assistance of State Patrol. Uniformed officers attempted to stop the vehicle when it was parked.
At the time of the stop, officers observed that Defendant was in the driver's seat of the vehicle. Upon emergency lights being activated, Defendant immediately fled from the traffic stop and was followed by the Minnesota State Patrol Helicopter, until Defendant parked in the rear of [ADDRESS REDACTED] South. The helicopter then watched as Defendant walked into the rear of [ADDRESS REDACTED] South, a vacant apartment building. She was carrying a bag as she entered the building. Officers surrounded the building and eventually a group of people exited.
Officers noticed the Defendant was in the backyard and she was taken into custody. Defendant stated that she was having a medical episode, so EMS was called to the scene, and she was taken by ambulance to a hospital. Officers learned that Defendant told paramedics enroute to the hospital that she no longer wanted medical treatment, and she exited the ambulance and walked away. The State is seeking a complaint warrant for Defendant as there is an active warrant for Defendant in Court File ••-CR-••-•••• for failing to appear in court.
