On or about December 10, 2025, at about 10:40 P.M., officers with the Minneapolis Police Department responded to the 2600 Block of 3rd Avenue South in Minneapolis, Hennepin County, Minnesota. Upon arrival, officers spoke to the Victim [NAME REDACTED]B., who stated that her ex-boyfriend Toby Nicholas Clarke [DOB REDACTED], Defendant herein, showed up at her residence unannounced requesting money to pay a bill he pays on behalf of their shared child. The Defendant’s two daughters knocked on the door while he stayed on the stairs.
The Victim [NAME REDACTED] told them she did not have the money and that she would pay him when she did, the daughters began trying to push their way into the unit. That was when she pushed the door shut and locked it. The Defendant then said, " I already killed one b****, I'll kill another." The Defendant has recently been released from prison for a murder conviction in case file ••-CR-••-••••. She further stated that she was in fear because the Defendant is known to carry firearms. He then left and got in his car and drove around the area calling her stating that he would come back and harm her.
The Defendant is not in custody on this charge. A warrant is requested to issue with this complaint given the violent nature of the allegations to ensure both safety of the victim [NAME REDACTED] at large.
