On September 15, 2025, law enforcement received a report of sexual abuse. Law enforcement met with the known adult female, Victim herein, who made a report of a sexual assault that occurred while she was 17-years-old in November of 2019. Victim reported that her foster father, LYONELL DUANE WICKER ([DOB REDACTED]) hereinafter Defendant, was her assailant. Victim [NAME REDACTED] was living in foster care with Defendant and his wife. Victim [NAME REDACTED] in November of 2019, she was confronted by her foster mother about some role play dialogue she was engaged in.
Defendant then drove Victim to Veteran's Park in the City of Champlin, Hennepin County, Minnesota. After parking the car, Defendant proceeded to discipline Victim with a belt. Defendant then tells Victim [NAME REDACTED] into the back seat of the vehicle. Defendant tells Victim [NAME REDACTED]. Victim refused, but Defendant pulled Victim by the collar and forced a kiss. Defendant told Victim [NAME REDACTED]. Defendant pulled Victim across his lap and spanks her exposed buttocks while asking her questions.
Defendant also rubbed Victim's exposed buttocks between questions. Victim further reported that they eventually got out of the car, where Defendant pushed Victim over a picnic table and pins her to the table. Victim was able to get to her feet and felt something hard pressed against her buttocks as she got to her feet. Once Victim [NAME REDACTED] into the car, Defendant jabbed two fingers at Victim's clothed vagina and made contact with her vagina over her clothing. Victim [NAME REDACTED] inappropriate treatment by both Defendant and his wife when they moved to the state of Michigan.
Defendant was interviewed about the allegations and admitted to disciplining Victim with a belt around this time and that her pants were down. Defendant denied making any sexual contact. Defendant is currently out of custody and believed to be living in Michigan. Due to the nature of the offense, the State is requesting a warrant.
