On December 31, 2025, at approximately 12:41 P.M., Saint Paul Officers were dispatched to a call where a person brandished a gun on the 1800 block of University Avenue, Saint Paul, County of Ramsey. Officers responded and spoke to the reporting party, LC. LC was hiding in the property manager’s office. LC said she was walking into the west stairwell from the 5th floor. She encountered a female who was using drugs- later identified as ZENNIA SHAHEED, [DOB REDACTED] (not known to LC), on the 4th floor.
She asked SHAHEED if she lived at the apartment. SHAHEED responded she stayed on the 2nd floor. SHAHEED used profanities and told LC she did not need to know the information. LC told SHAHEED to leave. LC turned to walk down the hallway and away from SHAHEED. SHAHEED followed her, rolled up the blanket she had around something in her hands, and said, “I’ll shoot you, b****!” LC said the item SHAHEED had in her hand was a black handgun and she saw the barrel. LC was scared SHAHEED would shoot her. LC continued to follow her.
LC ran into the leasing office of the apartment building and asked staff to call police. SHAHEED walked throughout the apartment building for several minutes, and then went outside. Apartment staff confirmed SHAHEED does not live in the apartment building. Officers made contact with SHAHEED-who matched the description of suspect- outside on the sidewalk facing University Avenue West. SHAHEED was ordered to stop and to get on the ground. SHAHEED was not fully cooperative, and argued. SHAHEED was handcuffed and searched for weapons.
SHAHEED said she had a knife. Officer Valencia felt a hard object in SHAHEED’s waistband area. Officer Valencia removed the object from SHAHEED’s waistband area-a circular container with a white powdery substance. After a Miranda advisory, SHAHEED spoke to Officer Valencia. She denied threatening anybody, and denied using or owning a firearm. SHAHEED said she went to the apartment building from a hotel where she was with an unknown male who was her boyfriend. SHAHEED then said the male was not her boyfriend and she just met him.
SHAHEED’s friend lives in the apartment building. She walked into the building, but did not let her friend know she was there. She was on the 4th floor staircase when she interacted with LC, who accused her of using drugs. SHAHEED said she did not use drugs in the building. SHAHEED said she walked around in the building waiting for the person who was babysitting her child. SHAHEED told LC she lived in the building even though she did not so she would be left alone. LC followed her. SHAHEED said she tried to call 911. Officers did not locate a gun.
