On February 20, 2026, at 9:10 P.M. Deputy Block was traveling eastbound on 70th Street NE in Albertville, Wright County, Minnesota, when a black SUV drove behind the squad getting within a foot of the rear bumper. The driver of the SUV repeatedly flashed its high-beam headlights while tailgating Deputy Block causing the deputy to pull over at the intersection of Lasalle Circle NE. The driver of the SUV accelerated upon passing Deputy Block. Deputy Block activated the squad emergency lights signaling the driver of the SUV to pull over.
The driver of the vehicle did not pull over but continued speeding away from Deputy Block at 67mph in a 50mph zone. Deputy Block turned on the squad siren and continued pursuing the vehicle. The driver of the SUV did not pull over but continued to drive away from Deputy Block. The driver of the vehicle continued to evade Deputy Block until the vehicle pulled into the driveway of 12424 72nd Street NE in Otsego. The driver immediately exited the vehicle and walked towards Deputy Block. The driver said she was trying to get deputies to follow her to her residence so she could prove that she was a missing person being abused by her husband.
The driver was identified as Chelsea Anne Elker, [DOB REDACTED], defendant herein. The defendant had a revoked driver’s license status. The defendant said she had been a missing person since her birth and stated her family was not her real family.
