On November 12, 2025, at approximately 5:54pm, Anoka Hennepin Narcotics & Violent Crimes Task Force detectives executed a search warrant at [ADDRESS REDACTED], [APT REDACTED], in Fridley, Anoka County, MN, as part of an investigation into several individuals and that location for drug trafficking and the possession of firearms by ineligible individuals. The known apartment renter was BANLENG CHAOPHASY [DOB REDACTED] ("BC"). During the search, officers detained three people, including BC, who was in the only bedroom.
Officers found a duffel bag with five firearms in the living room and a shotgun under the mattress in the bedroom. Three of the firearms in the duffel bag had been reported stolen. Additionally, a crystallized substance was found on the mattress that field-tested positive for methamphetamine and weighed 3 grams. During a post-Miranda statement, BC admitted to handling the shotgun and that his DNA would be on it. He also admitted to the meth being his and acknowledged that he is ineligible to possess firearms due to a 2005 conviction for 2nd Degree Assault.
The State confirmed through court records that BC was convicted on 5/19/05 of Felony 2nd Degree Assault in Jackson County (32-K0-04-001108), which makes him ineligible to possess firearms. Another individual at the apartment was identified as DAK LUH RET [DOB REDACTED] ("DLR"), who was found in the living room with the luggage. He declined to give a statement. During post-Miranda statements from the others, they stated that the duffel bags and firearms belonged to DLR and that the shotgun under the mattress was obtained from DLR. Both BC and DLR are in custody as of the filing of this complaint.
Ct 1 is subject to the mandatory minimum sentences in Minn. Stat. 609.11.
