On 01/29/2026 at 01:43 hours, a Minnesota State Trooper saw a Kia Sorento (MN/TBC399) run a red light at Minnehaha Ave and White Bear Ave in St. Paul, Ramsey County. As the Trooper followed the vehicle west on Minnehaha, the driver weaved over the center lane line. The Trooper initiated a traffic stop as the Kia neared Etna St. The Trooper approached the driver, later identified as Shemaca Chanel ROLLINS [DOB REDACTED], and saw that her eyes were watery and bloodshot. The Trooper also noted a faint odor of alcoholic beverage.
ROLLINS struggled to find her driver's license and denied that she had been drinking. When pressed, ROLLINS said she had "some wine” at 3:00pm. ROLLINS’ driver’s license was Canceled IPS. During Standard Field Sobriety Testing, the Trooper noted a lack of smooth pursuit in both of ROLLINS’ eyes. ROLLINS was unable or unwilling to follow instructions for the remainder of the HGN testing. While interacting with her, the Trooper detected a strong odor of alcoholic beverage. Due to ROLLINS’ inability to complete HGN test, -2 degrees temperature, and ROLLINS wearing light clothing, the Trooper did not attempt further SFSTs. ROLLINS was hesitant to provide a PBT sample, but did so, which yielded a sample of 0.152. ROLLINS was arrested and transported to the LEC. After receiving the Breath Test Advisory and speaking with an attorney, ROLLINS provided a DMT breath sample, which yielded a value of.18 AC. In a post-Miranda interview, ROLLINS said she drank a large cup of white zinfandel wine at about 3:00 pm and then admitted to drinking 2 shots of Petron at about 10:00 pm.
ROLLINS said she knew her driver’s license was canceled and that she should not have been driving.
