On December 4, 2025, law enforcement responded to Cabela's located in Woodbury, Washington County, Minnesota, after receiving a theft complaint. Upon arrival law enforcement made contact with the loss prevention employee, G. B. He reported that a male suspect arrived to the store on December 3, 2025, on foot. While in the store, he selected a $3799.99 electronic item. The male then exited the store with it and did not pay. The male was last seen running in the same direction as he entered around 3:53 PM. G. B. Later reported that the same male stole a pair of sunglasses valued at $499.00 from the store on December 2, 2025, and also stole a Garmin Echomap valued at $3,299.99 on December 13, 2025. G. B. Provided surveillance video of all incidents.
The video matched the description provided by G. B. Law enforcement requested surveillance video from surrounding businesses. On December 10, 2025, officers received surveillance video from Hudson Road Animal Hospital from December 3, 2025. The video shows the suspect walk north on Hudson Road from the area of Cabela's and into the parking lot of Abra Auto. The suspect then gets into a white work van or a white pickup truck with a topper. Law enforcement searched Automatic License Plate Reader (ALPR) data from December 3, 2025, in the area of Hudson Road.
Officers located a vehicle matching the description driving west on Hudson road 3:43 PM. The suspect vehicle had Minnesota license plate [PLATE REDACTED]. The ALPR data also showed the suspect vehicle on Hudson Road near Abra Auto at 3:52 PM. The ALPR camera captured a photo of the driver of the vehicle. Law enforcement learned that the suspect vehicle was registered to T. L. B. Law enforcement contact T. L. B. And showed him the photo of the driver. T. L. B. Identified the driver as one of his employees, J. W. V. Law enforcement searched past police contacts with J. W. V. They learned that he is associated with RYAN JAMES DILGER, [DOB REDACTED], "the defendant" herein.
Officers viewed photos of the defendant. The photos matched the suspect in the Cabela's surveillance videos. On January 1, 2026, Officers made contact with T. L. B. He told officers that he was familiar with the defendant because he used to live with him. He further disclosed that on December 3, 2025, he picked the defendant up from Abra Auto. T. L. B. Stated that the defendant was running when he got into his vehicle. T. L. B. Told law enforcement that the defendant is a drug user and that he was currently staying at a hotel near Snelling Avenue and University in St. Paul.
Law enforcement made contact with the defendant on January 1, 2026 at the Quality Inn in St. Paul. The defendant was in the room with L. J. S. The defendant told law enforcement that he has been dealing with a drug addiction for awhile. The defendant was taken into custody. Law enforcement executed a search warrant on the hotel room. They located a pair of shoes that matched the shoes the suspect was wearing in each of the thefts. They also located a black leather coat with a grey hood that matched the coat the suspect wore in the December 3 and December 10 thefts.
