On February 18, 2026, at approximately 1:38 P.M., Waite Park officers were dispatched to a vehicle tampering complaint in the parking lot of Scheels in the City of Waite Park, County of Stearns, State of Minnesota. While in route, officers were advised that a male was trying to open car doors in the parking lot. He then took two bicycles out of a red pickup and put them into the back of his jeep with Minnesota license HDD266. Officer Ruhland arrived and located the jeep driving in the parking lot.
Officer Ruhland activated his lights and stopped the vehicle. The driver was identified as Kyle Lester Oltz, [DOB REDACTED], the defendant herein. Officers observed two bicycles in the back end of his jeep. The owner of the vehicle that the bicycles were taken from arrived on scene and identified them as his. He later provided a receipt from Scheels indicating the total value of the two bicycles was $909.98. Officer Stowell reviewed surveillance video provided by Scheels. He observed the defendant exit Scheels and zig zag through the parking lot.
He attempted to open the passenger door of a white GMC pickup. He then attempted to open the driver's side door of a red Chevy pickup. He went to the rear hatch of the red pickup and then returned to his jeep and laid the rear seats down inside. He drove his jeep to where the red pickup was parked and took the two bicycles out of the red pickup and put them in his jeep. The defendant drove away and was stopped by law enforcement. A review of the defendant's criminal history showed a prior conviction for felony theft on May 24, 2023, in Sherburne County District Court File No. ••-CR-••-••••. Complainant has reason to believe and does believe that the above information is true and correct.
The above facts constitute your complainant's basis for believing that the above named defendant, on or about the 18th day of February, 2026, in the City of Waite Park, County of Stearns, State of Minnesota, committed the offenses described herein.
