On July 21, 2025, law enforcement was dispatched on a report of a sexual assault. Officer Okerstrom met with Child A (DOB: 2009). Child A disclosed that between July 04, 2025, and July 06, 2025, she met with Siyuan Chen, [DOB REDACTED], the defendant herein, at a park. Child A disclosed that they then walked to a residence on 33rd Avenue North, in the city of St. Cloud, county of Stearns, state of Minnesota. Child A disclosed that while inside the residence the defendant vaginally penetrated her with his penis.
Child A disclosed that the defendant took her phone and used it to make a video recording or photographs of the defendant vaginally penetrating her with his penis. A Cellebrite extraction was performed on Child A's phone. Law enforcement located a video, created July 05, 2025, on Child A's phone that depicts a male vaginally penetrating Child A. The video matches Child A's description of the defendant vaginally penetrating Child A with his penis. Law enforcement located another video that shows the defendant and Child A in a bed.
In the video, the defendant does not appear to have any clothing on. Law enforcement also located an image dated July 05, 2025, of the defendant and Child A together. Law enforcement also located images of messages between Child A and the defendant. In one of the messages the defendant writes, "You are giving me a felony and I still can't stop loving you." Child A was 15 years old between July 04, 2025 and July 06, 2025. The defendant is more than 60 months older than Child A. Complainant has reason to believe and does believe that all of the above information is true and correct.
The above facts constitute your complainant's basis for believing that the above-named defendant, on or between the 4th day of July and the 6th day of July, 2025, in the City of St. Cloud, County of Stearns, State of Minnesota, committed the offenses described herein.
