On Sunday, September 29, 2024, at 7:00 PM, Brooklyn Park Police Department officers were dispatched to a known address in the city of Brooklyn Park, Hennepin County, Minnesota, regarding a weapons incident. Caller stated that a male threatened reporting party with a knife. Upon arrival, officers entered the building and made their way to the third floor to find the suspect but encountered a man on the second floor who matched the suspect’s description. Officers could see he was holding a machete and a large black butcher knife.
Officers told him to drop the weapons, and he tossed them onto a lander a few feet in front of him. Officers took the man into custody at that time. He was identified as RUDOLPH KOJO FRAMKE ([DOB REDACTED], “DEFENDANT” hereinafter). Officers spoke with VICTIM [DOB REDACTED], who told them he arrived at the apartments about twenty minutes prior to help his mother move out of her apartment. VICTIM [NAME REDACTED] at him that he “had three seconds to move (his) f****** car” while holding large knives.
VICTIM [NAME REDACTED] did not go outside but used his cellphone to record DEFENDANT, who then used the knives to slash all four tires of VICTIM’s vehicle. WITNESS [DOB REDACTED] also used a cellphone to record the incident and identified DEFENDANT, a known neighbor, as the suspect in the video. Officers located VICTIM’s gray 2015 Dodge Durango (MN ARR886), parked along the curb in front of the doors. All four tires of the vehicle appeared to be flat, and each tire appeared to have been cut with knives the size DEFENDANT was holding when he was detained.
Officers obtained surveillance footage from the apartment complex that corroborated VICTIM’s version of events. DEFENDANT gave a post Miranda statement and admitted he had the large knives in his possession and remembers trying to “pop” one of the tires. VICTIM [NAME REDACTED] from Progressive Insurance. The estimate showed the cost of repair to be a total of $1,407.03.
