The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On October 28, 2025, at about 12:30am, Maplewood Police on patrol observed a Nissan Rogue driving erratically on Edgerton St. North of Larpenteur Ave., Maplewood, Ramsey County. It turned toward a sidewalk (as if attempting to turn onto it), turned back onto the proper lane of traffic, and abruptly parked in front of a home, while facing the wrong way and blocking traffic.
The driver immediately exited the vehicle and walked onto the driveway of the home. Officers approached the Nissan as the driver walked back toward it. He was identified as the defendant, HEMANTA GHALLEY ([DOB REDACTED]). His driver’s license had been canceled as inimical to public safety. The residents of the home said that they had been asleep and did not know the defendant. Officers observed that the defendant’s speech was slow and slurred, and his eyes were pinpoint. In the Nissan (which had a passenger as well), officers could see multiple pieces of burnt tinfoil.
The vehicle was searched, and more tinfoil and drug paraphernalia were found. Photographs were taken, and the vehicle was towed. The defendant was taken into custody and brought to the Maplewood Police Department. Standard field sobriety tests were conducted there. He showed multiple signs of impairment in the horizontal gaze nystagmus and walk-and-turn tests. A sample of the defendant’s blood was obtained pursuant to a warrant. It was submitted to the Bureau of Criminal Apprehension, which found the presence of amphetamine and methamphetamine.
In a Mirandized interview, the defendant claimed that another man had been driving the Nissan (despite officers having observed him doing so). He also claimed to have stopped at the home in in order to visit. He said that he had last used fentanyl the two prior mornings.
