On April 24, 2026, at approximately 12:20 P.M., Bloomington Police Officers were dispatched to 10XX Mound Springs Ter., regarding a possible burglary. The reporting party was a neighbor who stated that she observed a black male, wearing all black, arguing with her neighbor. She then heard glass breaking near 10XX Mound Springs Ter. She indicated that the house should be vacant. An additional neighbor also reported hearing glass breaking. Officers arrived on scene a short time later and deployed a drone to enter the vacant home via the broken window.
Officers observed a male exit the south entrance of the residence and he was detained without incident. The male was positively identified via DVS as BEL MBUNGSON TOSAH, [DOB REDACTED], hereinafter "Defendant." Defendant stated that he was homeless and was attempting to get away from individuals he claimed were chasing him. He said that he gained entry into the residence by breaking a window. The homeowner arrived on scene and spoke to officers. She stated the house originally belonged to her parents who are now deceased, but she now owns it.
The house was going through repairs and would soon be occupied by her brother. Nobody was given permission to live or enter the house except for contractors making repairs. She has never met the Defendant, and he is not a contractor. The damage to the glass window was new to her and the last time she was there the window wasn't broken. Defendant was placed under arrest and taken to the Hennepin County Jail where he remains in custody.
