M., Becker Officer Paul Hickerson assisted Becker Officer Gordon with locating a person with a warrant. Sherburne County Dispatch informed the officers that Brandon Lee Rossman, [DOB REDACTED], hereinafter referred to as the defendant, was currently staying at a hotel in the city of Becker. The defendant had an arrest warrant for Threats of Violence and was driving a vehicle with MN Lic NMS842. Officer Hickerson ran the registration on the vehicle and found that the female registered owner also had a warrant for her arrest.
Officer Hickerson located a vehicle with the suspect license plate in the parking lot of The Becker Inn and Suites, located at 13804 1st Street SE in the city of Becker, Sherburne County, Minnesota. The vehicle was running. Officer Hickerson was waiting for confirmation of the defendant’s warrant and drove by the vehicle. He saw in his rear view mirror that the vehicle backed out of its parking spot and drove toward the exit. Officer Hickerson positioned his vehicle and saw the suspect car proceed by him.
He saw that the driver of the vehicle was a white male with a grey/white goatee that appeared unkept. That male matched the physical description of the defendant. There was a white female in the front passenger seat. The vehicle proceeded onto Highway 10 and Officer Hickerson followed. The vehicle got into the left lane and then the left turn lane at Gardner Street. The vehicle was traveling too fast and lost control as the driver maneuvered it onto eastbound highway 10. The defendant quickly regained control and accelerated quickly.
The officer then activated his emergency lights and siren. The vehicle accelerated to more than 80 miles per hour. The defendant then turned southbound onto Liberty Lane and fled at high rate of speed on snow covered roads. The vehicle turned onto a side road and drove through a stop sign without stopping at Liberty Lane And South Sherburne Avenue at rates of speed of approximately 90 miles per hour. The defendant drove past security gates onto Xcel Energy’s private property. The defendant drove around an employee parking lot.
Shortly afterwards, the driver extinguished his headlights. The driver went to an area of the parking lot where he then drove into the ditch to get back on the roadway. The vehicle continued fleeing on Liberty Lane back toward South Sherburne Avenue. The defendant again went through a stop sign at Liberty Lane and South Sherburne Avenue at a high rate of speed. The defendant continued on Highway 10 fleeing at a high rate of speed in the left lane. The officer followed the defendant as he proceeded past 137th Avenue toward County Road 11. Because there were multiple vehicles in the area, Officer Hickerson then discontinued the pursuit.
The pursuit encompassed 7.1 miles. Officer Hickerson obtained a photo of the defendant through DVS and confirmed that the driver of the fleeing vehicle was the defendant. He also went to the hotel and spoke with the owner. She confirmed that the person in the picture’s name was Brandon and he was staying in the hotel in room 216. Another person still in the hotel room the defendant rented confirmed the description of the defendant. The defendant's driving privileges were revoked on August 31, 2023, and have not yet been reinstated.
