That on or about October 5, 2025, Officer Falls with the St. Louis Park Police Department while on directed patrol near [ADDRESS REDACTED]. S., located in the City of St. Louis Park, County of Hennepin, State of Minnesota, had their attention drawn to a 2007 Gold Nissan Murano with TN Plate 8CS-883 (“suspect vehicle” herein). Officer Falls observed the suspect vehicle parked in a handicapped parking space without a handicapped placard visibly displayed. Officer Falls observed a female, later positively identified by their GA ID and MN DVS photo as BRIANNA MAE CEASE-BULFORD (“Defendant” herein), loading groceries into the suspect vehicle.
Defendant was accompanied by her two children. Officer Falls contacted the Defendant to inquire about not having a handicapped placard displayed on the suspect vehicle. Defendant admitted that she did not have a handicapped placard. Officer Falls ran a routine check on Defendant and discovered Defendant’s MN driver’s license status was canceled inimical to public safety. Officer Falls informed Defendant that if she was stopped by police while operating a motor vehicle she would be arrested. Officer Falls gave Defendant a verbal warning for the handicapped placard and cleared the call.
While parked on the north side of Cub Foods, Officer Falls observed the suspect vehicle driving toward the parking lot exit. Officer Falls monitored and pursued the suspect vehicle. While following the suspect vehicle on Texas Ave. S., Officer Falls noticed the Defendant driving the suspect vehicle. Officer Falls initiated a traffic stop on the suspect vehicle and contacted Defendant. Officer Falls again confirmed Defendant’s driver’s license status was canceled inimical to public safety. Due to Defendant’s children being in the suspect vehicle and no one being available to retrieve and care for the children, Officer Falls informed Defendant she would be charged out of custody for driving after cancelation inimical to public safety.
At present, Defendant is not in custody.
