On November 22, 2025, at approximately 10:40 P.M., officers of the Bloomington Police Department were dispatched to reports of an unknown person with a weapon at a hotel located at [ADDRESS REDACTED], city of Bloomington, Hennepin County, Minnesota. Upon arrival, officers contacted the Reporting Party (RP) who informed officers that an unknown male, later identified as TOMMY JOSEPH SEMIEN [DOB REDACTED], DEFENDANT herein, had been offering alcohol to minors attending a party being held at the hotel’s conference room.
RP stated that she and her brother confronted DEFENDANT and asked him to leave while in the lobby adjacent to the conference room. DEFENDANT became angry and threatened to shoot RP stating: “Let’s go, let’s go…I’m gonna shoot you guys.” DEFENDANT initially retreated to his room but then returned to the party with a can of pepper spray at the same time police arrived. Officers placed DEFENDANT under arrest and discovered a can of pepper spray on his person with the active ingredient of oleoresin capsicum.
DEFENDANT admitted to possessing the pepper spray, stating he retrieved it from his hotel room for protection when he decided to return to the party with the intent of confronting those who demanded he leave. DEFENDANT also admitted to providing unknown persons alcohol. DEFENDANT is prohibited from possessing a pistol due to a felony conviction for a crime of violence: 2nd Degree Assault from 6/26/2019 in ••-CR-••-••••. Consequently, DEFENDANT is prohibited from possessing any “tear gas” compound containing oleoresin capsicum pursuant to Minn.
Stat. § 624.731 subd 3. DEFENDANT is presently in custody.
