Your complainant is employed by the Brooklyn Center Police Department. In that capacity, complainant has reviewed official reports and has learned substantially the following: On 11/23/2025, at approximately 8:22 pm., officers responded to a civil dispute and argument occurring at 411 70th Avenue North, in the City of Brooklyn Center, County of Hennepin, State of Minnesota. Officers identified one of the parties as Gloria B Chamgbe, DOB 528/1996, the defendant herein. Officer Wagner saw the defendant’s vehicle parked with its hazard lights on in the parking lot and learned that she had an active bench warrant.
Officer Wagner approached the defendant, who had entered the driver’s seat of the vehicle. Officer Wagner told the defendant that she had an active warrant. The defendant ignored Officer Wagner’s directions and she physically resisted arrest by pulling away and pulling her arms side to side away from officers. The defendant was told multiple times that she was under arrest but she continued to resist arrest and prevent officers from placing her into handcuffs. Officers were eventually able to detain the defendant and she was transported to the Hennepin County Jail.
