On April 4, 2026, at approximately 1:53 A.M., officers of the Osseo Police Department were conducting routine vehicle patrol when they observed a vehicle blocking the intersection located on the 8600 block of 93rd Ave. North, City of Osseo, Hennepin County, Minnesota. Officers approached the vehicle, a white Hyundai Elantra (MN LIC# SGA290), and observed that the operator appeared to be asleep with her head tilted back and eyes closed with the engine running. Officers were able to awaken the operator who they later identified as LAVORA ALAINA FRAZIER [DOB REDACTED], DEFENDANT herein.
When DEFENDANT rolled down the window, officers immediately detected the strong odor of alcohol emanating from DEFENDANT’s person and the passenger compartment. As DEFENDANT spoke, offers observed her speech to be slurred. When asked why she stopped in the middle of the intersection and was not moving, DEFENDANT responded that she was “just chilling.” When asked if she had consumed alcohol, DEFENDANT stated she “was not trying to,” but admitted to having “one drink” and acknowledged that “I’m not ok to drive.” Officers ran DEFENDANT’s driver’s license and discovered her privileges to be revoked as Cancelled Inimical to Public Safety.
Officers also learned that DEFENDANT had prior DWI-related incidents to include multiple convictions. DEFENDANT exited the vehicle and agreed to perform standardized field sobriety tests (SFST). Once out of the vehicle, DEFENDANT began to undress without explanation. Officers also observed that DEFENDANT was extremely unbalanced and that the odor of alcohol was coming from her person. DEFENDANT completed several elements of the SFST that revealed multiple indicators of intoxication until DEFENDANT subsequently declined to continue performing the tests and declined to consent to a preliminary breath test.
DEFENDANT was then read the Breath Test Advisory and afforded the opportunity to consult with legal counsel. At the conclusion of the observation period, DEFENDANT refused to provide a sample of her breath. DEFENDANT has three prior qualified impaired driving incidents in the previous 10 years enhancing the present offense to a Felony: (1) 27-CR-25-7700, DWI 2nd Degree; (2) 62-CR-20-5399, DWI 2nd Degree; and (3) 27-CR-19-8446, DWI 4th Degree. DEFENDANT has an open DWI related case in 27-CR-25-7700. DEFENDANT is presently in custody.
