On November 1, 2024, officers were notified of an in-progress theft occurring at Dick's Sporting Goods, 1595 Highway 36 W, Roseville, Ramsey County, MN. Upon arrival, officers spoke with Dick's store manager, T. S., who stated that the suspect, LUIS ANGEL MENDOZA GARCIA [DOB REDACTED], entered the fitting rooms with a large quantity of items and an empty backpack. Employees observed MENDOZA GARCIA exit the fitting room with a full backpack, and exit the store without paying for any items. When MENDOZA GARCIA was stopped by law enforcement in the parking lot of the Roseville Mall, he had Dick's Sporting Goods' hangers in his pants, and his backpack was lined with aluminum foil.
The backpack contained $1,120 worth of unpaid merchandise from Dick's Sporting Goods. This case was referred to pre-charge diversion, however, Justie Point was unable to make contact with MENDOZA GARCIA.
