RICHARD GEORGE MAGER, [DOB REDACTED], has the following prior domestic violence related convictions in the past ten years. ••-CR-••-••••, Stalking-Pattern of Stalking Conduct, felony conviction 1/30/2017 (not same victim) ••-CR-••-••••, Stalking-Second or Subsequent w/in 10 years, felony conviction 9/29/2016 (not same victim) ••-CR-••-••••, Domestic Abuse Violate No Contact Order, felony conviction 9/20/2016 (not same victim) On June 6, 2026, at approximately 6:14 P.M., Saint Paul Officers were dispatched to the 1400 block of Mississippi River Boulevard, Saint Paul, County of Ramsey, on a domestic assault.
The 911 callers reported a female was hit by a male in a vehicle. A witness heard two or three people screaming. The parties fled in a silver Pontiac with red front bumper. Officer Kotzer arrived and found a 2000 silver Pontiac Bonneville with a red front bumper in the parking lot at [ADDRESS REDACTED]. Officer Kotzer activated emergency squad lights. MAGER was the driver. He appeared to be bleeding from his left wrist and had scratches on his chin. HLL was the passenger. MAGER said he and HLL went for a walk in Hidden Falls Park.
During the walk, HLL lost her wallet. When asked how he was cut, MAGER said he stepped into the woods to urinate and cut himself with some brush. He said HLL had been off of her medication and would lash out, hit and call him names in the past. While on their walk, HLL became frightened and began yelling and screaming that she was afraid. He told her to calm down out of concern that the police would be called. MAGER said nothing physical occurred between him and HLL. MAGER said he and HLL dated for approximately four months and lived together during that time.
When told to exit the vehicle, MAGER refused. He yelled at HLL to not exit the vehicle. HLL exited the vehicle and was sobbing. She said she and MAGER left a friend’s house. They argued in the vehicle as they were traveling. MAGER hit and swatted at her. He grabbed items out of her tote bag and threw them at her and around the car. He threw her cell phone. MAGER drove to Hidden Falls Park. He told her that he took her there to drown her in the river. The vehicle was parked and she tried to leave, but he locked her inside.
People walked by so she began to yell, scream, and hit the car windows. MAGER grabbed her by the throat with one hand and placed his other hand over her mouth. MAGER drove the vehicle to the lower lot closest to the river. He again threatened to drown her in the river. Shortly after, police arrived. When MAGER choked her, he said, “B****, you better shut up! There’s a bat in the back seat!” When she was choked, she was not able to breathe, scream, or speak. She had a sore throat/raspy voice. HLL said she urinated on herself during the incident.
HLL had a fresh scratch/abrasion on the front of her neck. She also appeared to have soiled herself and had a wet spot in her groin area. An open container of alcohol was in the center console of the vehicle. A baseball bat was in the back seat. A bong with unknown residue was in a black purse in the back seat of the vehicle. A phone was found in the driver’s door storage area. HLL said it was her phone and that MAGER took it. Witness NS said he was at Hidden Falls Park when he heard screaming near the portable toilets.
