On or about August 25, 2025, Stillwater Police Department received a correspondence from Minnesota Bureau Criminal Apprehension Agent Katie Booth who was requesting assistance on an investigation involving several CyberTips that involved child pornography. The tips came from the Internet Crimes Against Children (ICAC) Data System. Agent Booth provided Stillwater with images and videos of Child Sexual Abuse Material (CSAM) or Child Sexual Exploitation Material (CSEM) that had been sent from November 23, 2024, to June 10, 2025. Stillwater, through their investigation were able to determine that the images and videos were associated with the following email accounts: jessemcmillen89@gmail.com, deletedbykik.2854, jessemcmillen89@gmail.com, deletedbykik.45676, jessemcmillen89@gmail.com.
These accounts were identified as being owned by Jesse David McMillen (defendant), [DOB REDACTED], who resides at [ADDRESS REDACTED] S., Stillwater, Minnesota. The images and video were associated with the IP address at that location. Based on information obtained in its investigation, Stillwater Police Department secured a search warrant on October 8, 2025, for the residence of the defendant. The warrant was executed while the defendant was present in the home. Seven (7) electronic devices were secured from that search and the defendant was taken into custody.
While the defendant was in custody, he was read his Miranda Warning and agreed to speak with the officers. When asked if any of his electronic devices would contain sexual images of minors he responded, "I'm not sure to be honest." The electronic devices were searched pursuant to a search warrant and images and videos of CSAM or CSEM were found to have been in his possession on October 8, 2025. Charging summary for the counts in the complaint: Count 1: A 1 minute 10 second Video of a pubescent female child [NAME REDACTED] on an adult male.
Count 2: A 58 second video of a nude pubescent female child [NAME REDACTED] on an adult male while the adult male is penetrating her anus with his penis. There is another female adult who is touching the child's vagina. Count 3: A 24 second video of two pubescent female children who are made to rub their genitalia together. Count 4: A 5 minute 4 second video of two pubescent female children performing oral sex on each other. Count 5: A video of a pubescent female child inserting a glass tube in her anus. 4 82-CR-26-365 Filed in District Court State of Minnesota 1/26/2026 Count 6: A 53 Second video of a pubescent female child [NAME REDACTED]. Count 7: A video of a pubescent female child who is being sexually assaulted by an adult male who is inserting his penis into the child's vagina.
Count 8: A video of an adult male ejaculating on a pubescent female child. PLEASE TAKE NOTICE: YOU MUST APPEAR FOR EVERY COURT HEARING REGARDING THIS CASE. FAILURE TO APPEAR FOR COURT IS A CRIMINAL OFFENSE AND MAY RESULT IN ADDITIONAL CRIMINAL CHARGES BEING IMPOSED AND PUNISHED AS PROVIDED IN MINNESOTA STATUTES SECTION 609.49.
