At approximately 2:00 AM on January 30, 2026, the Carver County Sheriff's Office was dispatched to a medical incident occurring near the intersection of County Road 10 and 66th Street in the City of Waconia, Carver County. Dispatch advised the 911 caller indicated he was having difficulty breathing. The individual was advised to pull over. Deputy Stumpf located a vehicle matching the description given of the vehicle being driven by the caller and the vehicle pulled to the side of the road. Deputy Stumpf identified the driver of the vehicle as Peter Kirby Eastvold [DOB REDACTED], hereinafter Defendant.
EMS arrived on scene and assisted with Defendant's medical condition. Deputies noted that Defendant had difficulty balancing and had constricted pupils and watery/glassy eyes, but were unable to perform field sobriety tests at the time due to concerns about Defendant's medical condition. EMS staff asked Deputy Griffith to look in Defendant's computer bag to check for medication. Upon opening the bag Deputy Griffith observed a capped syringe containing a white crystalline substance that appeared to be methamphetamine.
EMS staff advised Defendant had admitted to methamphetamine use at 11:00 PM on Janaury 29 and that the substance in his bag was methamphetamine. The substance later field tested positive as methamphetamine and weighed greater than.5 grams. Defendant was placed under arrest and transported to the Ridgeview Medical Center. Deputies obtained a search warrant for Defendant's blood or urine. Defendant agreed to provide a blood sample, which has been sent to the Minnesota BCA for analysis.
