Your complainant is employed by the Columbia Heights Police Department. In that capacity, complainant has reviewed official reports filed and has learned substantially the following: On October 25, 2025, at approximately 4:24 PM, Officer Alvarez received a report of a suspected theft. The reporting party, identified as JMM-G, stated that he had lost his wallet near 855 45th Avenue in Columbia Heights and was unable to recover it. Shortly thereafter, JMM-G noticed several unauthorized transactions on his credit cards, including a charge of $13.99 made at 3:31 PM at Central Superette, located at [ADDRESS REDACTED] NE, Columbia Heights, Anoka County, Minnesota.
Officer Alvarez responded to Central Superette, where he obtained a copy of the receipt corresponding to the transaction and reviewed surveillance footage of the individual who made the purchase. The video showed a male suspect arriving at the store in a Chevrolet Silverado MN plate #[PLATE REDACTED]. Through a query with Minnesota DVS, Officer Alvarez confirmed that the vehicle was registered to Howard Terrell Davis- Jenkins, [DOB REDACTED], the Defendant herein. Further comparison of the suspect’s image from the surveillance footage with the Minnesota driver’s license photo confirmed that the individual conducting the transaction was the Defendant.
