CHUA SOM KONG – [DOB REDACTED] is required to register as a predatory offender until May 30, 2033. On November 4, 2024, KONG completed a Change of Information Form with the Minnesota BCA. KONG reported that his new primary address was [ADDRESS REDACTED], Maplewood, Ramsey County, Minnesota, where he lived with his wife, KVK. KONG also provided a new phone number: XXX-XXX- XX31. On December 23, 2024, KONG completed an Address Verification Form, where he confirmed his address, phone number, and other information that was registered with the BCA. In addition, KONG completed the Duty to Register form, where he initialed every paragraph indicating his understanding of his registration obligations.
On June 24, 2025, police went to [ADDRESS REDACTED] to complete a bi-annual predatory offender compliance check. Police unsuccessfully attempted to contact anyone at the residence on June 21 and June 23. Again, on June 24, police were unable to contact anyone at the residence. A neighbor reported that they had not seen KONG at the residence in about two weeks, which is when the “feds” raided the house. Police called KONG’s phone number three times and left a message but were unable to contact him.
On September 22, 2025, police were unable to contact anyone at the residence. The investigator left his business card at the door but did not get a call back. The investigator attempted to call KONG at the number he provided to the BCA, but the number was no longer in service. Police and KONG’s probation officer made multiple attempts to contact KONG at the residence between September 23 and November 3, 2025, but they were unsuccessful. On December 5, 2025, police spoke with KVK at a new residence.
KVK told police that KONG threatened her multiple times. KVK reported that KONG sometimes stayed at his brother’s house in St. Paul, which he uses as his mailing address and that is where she recently sent divorce paperwork. However, KVK told police that KONG is currently homeless. KVK said that she sold the residence on McClelland Street the week of Halloween. KONG has not updated his BCA registration and his whereabouts are unknown. On December 30, 2025, a probation violation warrant was issued for KONG’s arrest in Ramsey County District Court File No. 62-CR-24-7446.
