On April 14, 2026, at 0024 hours, St. Paul police officers responded to [ADDRESS REDACTED], St. Paul, Ramsey County, on a report of an assault. Officers located the victim, JEM, [DOB REDACTED]. She was sitting on a chair. She appeared shaken with tears in her eyes. She had a laceration under her left eye, blood on her nose, and a cut to her left brow, with bruising to the face. JEM said that she was sitting at the shelter and speaking with a female, later identified as Stacy Shavel Singleton, [DOB REDACTED]. She does not know Singleton, but she has seen her around.
She said that, without provocation, Singleton stood up, stepped toward her, and punched her in the face with her right fist. The punch knocked JEM to the ground. The assault was captured on security cameras. The footage is consistent with JEM’s account. Officers located Singleton walking near 45 10th St. W., St. Paul. They arrested her. Singleton attempted to flee. Singleton also gave a name that was not on file. Police later identified her with fingerprints. During a search incident to arrest, officers recovered a substance from Singleton’s person.
The substance presumptively tested positive for methamphetamine with a net weight of 0.87 grams.
