Probable Cause
The Complainant having reviewed the applicable reports believes the following facts to be true: Officers with the St. Paul Police were conducting patrol on or about March 18, 2026, in the area of Frank Street and Maryland Avenue, St. Paul, Ramsey County, MN, when the officers observed a 2007 Silver Mazda veering over the lane lines while traveling eastbound on Maryland Avenue. The officers conducted a traffic stop and discovered three individuals in the vehicle, the driver and two passengers, one in the front passenger seat and the other in the back passenger seat.
Officers later identified the front passenger as LOUIS SAW, [DOB REDACTED], the defendant herein. Police spoke with the vehicle's driver and the defendant separately. Officers reported observing an open glass bottle of Corona in the cupholder between the driver seat and front passenger seat, as well as an odor of alcohol emitting from the vehicle. The officer who spoke with the defendant reported he appeared nervous and was fidgeting with his fingers. She observed the defendant lean the upper half of his body forward as he remain in the passenger seat in appeared to be an attempt to conceal something.
As the defendant leaned back, the officer observed a black Smith & Wesson handgun tucked in the inner pocket of the defendant's jacket on the left side of his body. The defendant does not have a permit for this gun. A second officer removed the gun from the defendant's pocket and placed him under arrest.
