On November 10, 2025, Minnesota State Patrol Trooper D. Hoy was dispatched to an incident involving a motor vehicle crash in the area of Highway 61 and 11th Ave SW within the City of Forest Lake, Washington County. While law enforcement responded to the crash site, dispatch updated responding officers that a red Chevrolet Suburban had been involved in the crash and fled the scene after the crash. The red Chevrolet Suburban was reported to be in the area of the Anoka/Hennepin Credit Union. Trooper Hoy responded to this area and observed a red Suburban with fresh front-end damage in the parking lot.
Forest Lake police officers and Trooper Hoy approached the motor vehicle. A single male occupied the motor vehicle, later identified as a ROMAN JAHAN PARSAKALLEH [DOB REDACTED]. PARSAKALLEH displayed bloodshot eyes, had a thick slur to his speech as he spoke, smelled of an extremely strong odor of an alcoholic beverage, and admitted to consuming "maybe three beers" before driving. Initially, PARSAKALLEH would not exit his motor vehicle upon request from law enforcement. Ultimately, PARSAKALLEH was removed from the motor vehicle and assessed by medical personnel.
PARSAKALLEH refused to provide a preliminary breath test sample. Trooper Hoy placed PARSAKALLEH under arrest for DWI. PARSAKALLEH was transported to the Washington County jail. Trooper Hoy obtained a search warrant for the blood or urine of PARSAKALLEH. Trooper Hoy presented PARSAKALLEH a signed copy of the warrant and advised him of its requirements. Ultimately, PARSAKALLEH refused to provide either a blood or urine sample in response to the warrant. PARSAKALLEH's conduct was deemed a refusal by law enforcement.
