That on or about September 6, 2025 at approximately 11:35 P.M., Lt. Hanson of the Minnesota State Patrol was driving southbound on Highway 100 near Duluth Street when his attention was drawn to a vehicle bearing Minnesota license plate [PLATE REDACTED] weaving over the lane lines. The vehicle was unable to maintain its lane. Lt. Hanson activated his emergency lights and initiated a traffic stop on the vehicle at Highway 100 and Minnetonka Boulevard in St. Louis Park, Hennepin County, Minnesota. Trooper Hanson approached the vehicle and made contact with the driver, identified as JUAN FLORES PEREZ (“Defendant” herein). Defendant rolled down the window just a few inches.
Lt. Hanson was still able to smell the overwhelming odor of alcohol emitting from the partially open window. Lt. Hanson also noticed Defendant had bloodshot, watery eyes. Lt. Hanson asked Defendant to perform field sobriety tests, on which Defendant performed poorly. Defendant submitted a Preliminary Breath Test sample of 0.16. Trooper Row of the Minnesota State Patrol arrived on scene. Defendant was placed under arrest. Trooper Row transported Defendant to the Hennepin County Jail. Trooper Row utilized a language line to read Defendant the Breath Test Advisory.
Defendant declined to take a breath test, stating he only had one beer. At present, Defendant is not in custody.
