That on May 15, 2026, at approximately 1:35 P.M., officers were dispatched to the area of 43rd Avenue and 53rd Street East in Minneapolis, Hennepin County, Minnesota, to investigate a hit-and-run motor vehicle incident with injuries. Upon arrival, officers learned an adult male, hereafter victim, was struck by a vehicle, put onto the hood, and driven in this manner before being ejected from the hood. The victim fell to the ground and sustained a closed head injury. Victim [NAME REDACTED]. Victim [NAME REDACTED] injuries on May 17, 2026. The vehicle that struck victim [NAME REDACTED]. This vehicle was described as a 2018 Chevrolet Equinox with partial license plate "TET." Officers spoke with several witnesses at the scene.
Officers learned victim [NAME REDACTED] at a local coffee shop and had parked his personal vehicle nearby while at work. Officers learned the 2018 Chevrolet arrived in the area and dropped off a female, subsequently identified as JANAYA SAMIAH FROST. JANAYA FROST entered the coffee shop. The 2018 Chevrolet stopped in the vicinity of victims' personal vehicle. Thereafter, a male, subsequently identified as JORDAN FROST, hereafter defendant, exited a passenger door of the 2018 Chevrolet, approached victim's personal vehicle, and began manipulating the door handles.
Defendant gained access to victim's personal vehicle and began rummaging through it. Officers learned that victim and an eyewitness observed this from the coffee shop and both ran outside. The eyewitness who accompanied victim outside reported that the 2018 Chevrolet was being driven by a female and provided a description of her. The eyewitness reported this female driver yelled to defendant to return to the vehicle, which he did, carrying a backpack he had removed from victim's vehicle. Defendant then entered a passenger door of the 2018 Chevrolet.
The eyewitness reported victim ran into the middle of the street. Thereafter, the female driver, with defendant now back inside the vehicle as a passenger, drove towards victim but stopped approximately ten feet away. The female driver then drove up to victim, [NAME REDACTED]. The eyewitness reported the female driver then accelerated, struck victim, [NAME REDACTED] onto the vehicle's hood. Multiple eyewitnesses reported the female driver then made numerous rapid accelerations and sharp braking maneuvers, in an apparent attempt to expel victim [NAME REDACTED]. When these efforts failed, the female driver began aggressively swerving from side to side in the roadway, leaving tire marks in the pavement.
This driving conduct expelled victim [NAME REDACTED], and he fell to the ground, sustaining the above- described fatal head injuries. Officers learned the 2018 Chevrolet drove for several blocks before stopping in the roadway. At this point, other witnesses reported defendant was observed opening a passenger door and dumping the contents of victim's backpack onto the roadway that he had previously stolen from victim's vehicle. In addition, eyewitnesses reported that JANAYA FROST was now running towards the vehicle and that the vehicle occupants were imploring her to "hurry up" and "get into the car." Officers obtained video surveillance establishing JANAYA FROST had now left the coffee shop, passed by the surveillance camera of another business, and ran towards the 2018 Chevrolet.
