Complainant is Maple Grove Police Department Detective Dominic Wareham. Complainant states that on August 28, 2025, officers conducted a traffic stop in the area of Grove Drive North in the city of Maple Grove, Hennepin County, Minnesota, due to the vehicle's registered owner being revoked and the driver matching the registered owner's DVS photograph. Upon contact with the driver, officers confirmed the driver was the registered owner, EDGAR HUINIL LOPEZ [DOB REDACTED], officers requested a license and insurance to which LOPEZ was only able to provide a MN ID and was unable to provide proof of insurance.
Officers also confirmed LOPEZ had a revoked license. LOPEZ was asked if he had anything to drink and he admitted to consuming two Corona beers about 20 minutes prior to driving. When speaking with LOPEZ, officers were able to detect an odor of alcohol coming from inside the vehicle. Officers requested LOPEZ exit the vehicle and participate in Standardized Field Sobriety Tests (SFSTs) and he agreed. During SFSTs, officers observed lack of smooth pursuit in both eyes, distinct and sustained nystagmus at maximum deviation in both eyes, and the onset of nystagmus prior to 45 degrees during HGN. During the walk and turn, LOPEZ failed to make a turn as instructed and failed to count out loud as instructed.
During the one-leg stand test, LOPEZ was observed to be swaying excessively and required his arms to hold his balance. LOPEZ also failed to follow instructions in that test by not counting out loud. Due to observing these multiple indicators of impairment, officers requested LOPEZ provide a PBT sample. LOPEZ agreed to give a PBT sample and provided a PBT of.11 BAC. LOPEZ was placed under arrest and was transported to the Maple Grove Police Department where he was read a Breath Test Advisory. LOPEZ gave a DMT sample with the first reading of.080 and the second as.079 BAC, resulting in an official reading of.07 BAC. LOPEZ was released to a sober driver.
LOPEZ was convicted of DWI on December 2, 2024, and is currently on probation for that offense. LOPEZ was sent notice of revocation in September of 2024.
