On 12/19/25 at about 1922 hours, Roseville Police responded to a shoplifting in progress at JC Penney in the Rosedale Center at 1595 Highway 36 W in Roseville, Ramsey County. JC Penney Asset Protection Manager, HHG, reported that a female suspect, later identified as Nicole Lee JOHNSON ([DOB REDACTED]), entered the store, selected merchandise, entered a fitting room, concealed merchandise, and then exited the store without paying for the merchandise. Asset Protection Associates stopped JOHNSON and escorted her back to the Asset Protection office.
The responding police officer was professionally well acquainted with JOHNSON because she had been arrested at the Rosedale Center on 12/3/25 for felony theft (RPD CN: 25038060). At that time, Rosedale Security issued JOHNSON a trespass notice which prohibited her from returning to the Rosedale Center for one year. Police recovered the merchandise, valued at $150, that JOHNSON concealed in a tote bag she was carrying. Two of the items had anti-theft security sensors attached, but JOHNSON had wrapped them in aluminum foil.
Thieves commonly attempt to remove or disable sensors and often wrap them with aluminum foil so the security system cannot detect them when the thief exits the store. During a search incident to arrest, police found drug paraphernalia and aluminum foil in JOHNSON’s purse. In her tote bag, police found about $60 worth of merchandise from Body & Bath, which JOHNSON admitted was stolen, as well as a roll of aluminum foil. JOHNSON had active warrants. JOHNSON claimed that she had ingested narcotics and was transported to HCMC. JOHNSON is currently in custody in Hennepin County on unrelated matters.
A warrant, therefore, is requested. For purposes of Rule 6.02, JOHNSON has open felony cases for 5th Degree Drugs (27-CR-25-16598) and 3rd Degree Burglary (62-CR-25-1011).
