April 20, 2024 On April 20, 2024, at approximately 1400 hours, Washington County Sheriff's Office Deputy Nelson responded to the White Bear Lake Yacht Club at [ADDRESS REDACTED] for report of a theft from motor vehicle. Upon his arrival at the scene, Deputy Nelson made contact with the complainant, hereinafter referred to as "Victim 1" (an adult female fully identified in law enforcement reports). Also on scene was B. E. S., Victim 1's husband. B. E. S. Said that, at 1319 hours that day, he received a message regarding potential fraud on Victim 1's Costco credit card.
B. E. S. Checked their vehicle, which was parked outside the White Bear Lake Yacht Club and saw that the window was broken, and Victim 1's purse had been stolen. Victim 1 said that the vehicle had been parked outside the White Bear Lake Yacht club since about 1245 hours. She reported that her purse, wallet, and iPhone were stolen. She said that her wallet contained a number of credit cards. Victim 1 reported that her Costco credit card was attempted to be used at a Target location in Little Canada (later determined to be in Vadnais Heights, Ramsey County), that day, for a purchase of $687.00. She reported that the charge did not go through.
Victim said that her Wells Fargo debit card was also attempted to be used at the location, and also did not go through. She reported that her Wells Fargo debit card was also used at the Walmart in Vadnais Heights that day, for an attempted purchase of approximately $210.00. Victim 1 had already contacted her bank and asked that her cards be cancelled. Deputy Nelson later determined that Victim 1's cards were attempted to be used at the Target in Vadnais Heights and the Target in Shoreview, as well as the Vadnais Heights Walmart on April 20, as follows: · Costco Credit Card (*2459) was declined at the Vadnais Heights Target for $618.00. · Wells Fargo Credit Card (*3502) was declined at the Vadnais Heights Target for $618.00. · Wells Fargo Debit Card (*1219) was declined at the Shoreview Target for $618.00. · Amex Gold Credit Card (*51002) was accepted the Vadnais Heights Target for $618.00. · Wells Fargo Debit Card (*1219) was declined at the Vadnais Heights Walmart for $210.80. Deputy Nelson contacted the maintenance supervisor at the White Bear Lake Yacht Club, who was able to provide a screen shot of the suspect vehicle, determined to be a blue Chevy Malibu with MN plates ***388. On April 23, 2024, Detective Valesano was assigned to conduct follow-up investigation on the case.
He watched the surveillance footage from the White Bear Lake Yacht Club and saw an African American male breaking the front passenger side window of Victim 1's vehicle. Det. Valesano performed a DVS search for the suspect vehicle and saw that it was registered to WCN [DOB REDACTED], who lives in Savage, Minnesota. Det. Valesano then contacted the Savage Police Department and learned that WCN's daughter, HAILEY MAROL NOURSE [DOB REDACTED] has been known to use the vehicle in the past. He obtained a physical description of Nourse, and found that she had distinctive tattoos on the left side of her neck and on her left wrist.
