On December 5, 2025, officers of the Fridley Police Department were dispatched to a report of a domestic incident at an apartment on Cheri Ln NE in the city of Fridley, Anoka County, Minnesota. When officers arrived at the apartment, an unidentified male opened the door and immediately shut it once seeing the officers outside. Shortly after, another male opened the door and stepped into the hallway. The male was later identified as Rio Luis Webber, [DOB REDACTED], Defendant herein. Defendant became immediately argumentative with officers.
Officers also noticed that Defendant appeared intoxicated because he was slurring his speech and was struggling to maintain his balance. When asked about his age, Defendant admitted to being 18 years old. Officers decided to place Defendant under arrest for underage consumption. Defendant’s behavior escalated and he was yelling and swearing at officers, prompting other occupants of the apartment building to come out of their apartments and into the hallway. Defendant was also physically resisting arrest by tensing up and trying to prevent officers from grabbing on to him.
Officers were eventually able to escort Defendant outside. Defendant continued to resist by refusing to walk and struggling with officers to the point where officers had to carry him to the squad vehicle. Defendant was placed inside of the squad vehicle. Officer Boateng of the Fridley Police Department then leaned over Defendant inside of the prisoner compartment of the squad vehicle. Officer Boateng felt a sharp pain in his left bicep and saw Defendant biting him. The bite left two connecting bite marks on Officer Boateng’s left bicep.
