On 01/29/2026 at 01:33, Shakopee Police Officers were on patrol near Hwy 169 and Old Shakopee Rd., Shakopee, Scott County, Minnesota, when the officer ran a check on a vehicle, which showed the registration of the vehicle was suspended and flagged as "sold to" (often times resulting from a private sale of a vehicle involving a lack or failure to provide the necessary paperwork amongst the buyer and seller.) A search gave the name Brittany Lee Diaz, [DOB REDACTED]. A check also showed that Diaz had a revoked license.
The officer stopped the vehicle. The driver was identified as Bruce L Monroe, [DOB REDACTED]. The passenger was Diaz. While speaking with Monroe and Diaz, the officer smelled the slight odor of burnt marijuana coming from the vehicle. The officer saw Monroe had slowed motor function movements. The officer also saw Diaz had dilated pupils that did not appear to change size when the beam of the flashlight was neared her eyes. There was also a butane torch in the center console. Diaz told the officer there was no insurance on the vehicle.
The officer had Diaz exit the vehicle. Diaz denied there were narcotics in the vehicle but said there was a marijuana cigarette in the center console. Diaz then returned to the car and retrieved a grocery bag that contained marijuana. When asked again if there were any narcotics in the vehicle, Diaz reached into her pocket and pulled up a rubber hose with a glass bubble pipe with a burnt powder inside. The powder field tested positive for methamphetamines. She stated there couldn't be much else and that other people had been in the back seat and may have left something.
Officers spoke with Monroe and stated they were going to search the vehicle. Monroe denied possessing any drugs and that he may have some marijuana with him. While exiting the vehicle, the officer saw Monroe was sitting on top of a large brown jacket which appeared to fit his person. Officers began to search the vehicle (Diaz began to cry during this time) and found: In the center console there was a black pouch that contained a zip lock bag with a large amount of a crystalline substance, which field tested positive for methamphetamine, a Schedule II Controlled Substance, and weighed 80 grams.
A folded-up piece of white paper containing capsule 3 pills. Two (2) of the pills were "Adderall 30mg", (Amphetamine and Dextroamphetamine), a Scheule II Controlled Substance. This was located in the front right pocket of the brown coat Monroe was sitting on. (Monroe made the excited utterance of, "I forgot about those".) Both Monroe and Diaz were arrested. The officer read the Miranda warning to Diaz and she stated: She received the methamphetamine from a person she did not know but had seen around.
She was living in her car, trying to make ends meet; this being the reason she was selling the methamphetamine. She uses the methamphetamine for personal use to keep awake due to having trauma when she falls asleep. Both Monroe and Diaz were taken to the Scott County jail. A check of state records showed Diaz had a prior controlled substance conviction: 09/02/2020 5th Drugs(F) Scott 70CR2012157. PLEASE TAKE NOTICE: Pursuant to Minn.
