On April 20, 2026, at approximately 5:24pm, Fridley Officer Alcott responded to the Fridley Police Department regarding a delayed report of domestic assault that occurred at 5451 5th St NE in Fridley, Anoka County, MN. The victim (E. A. A. B.) reported being assaulted by JONATHAN TYREESE BROWNE ([DOB redacted]), the Defendant herein, with whom she was in a sexual relationship. Officer Alcott observed marks on the victim's face that appeared to be road rash. The victim reported that she was with Defendant around 8:30am on April 19, 2026, and that they were arguing on the way to her apartment at 5451. She said that after exiting the vehicle, Defendant followed, strangled her, and pushed her face into the ground, causing the marks on her face.
She also had marks on her knees, hands, and mouth. She said she almost passed out from the strangulation and was concerned she might be seriously injured or killed. She further noted that he has threatened to kill her before, is worried he might attempt to, and that he has a gun or could easily get one. COMPLAINT WARRANT REQUEST: The State requests a body-only complaint warrant and that Defendant remain in custody until appropriate protective orders, conditions of release, and bail are set pursuant to Minn.
R. Crim. P. 6.02, subd. 1. Defendant is both a flight risk and a public safety risk, and his whereabouts are currently unknown. The State is especially concerned for the victim's safety, given her statements. The State believes there is a significant likelihood that Defendant will not respond to a summons, that his current location is not reasonably discoverable, and that his arrest is necessary to protect public and victim safety and to prevent further criminal activity. See Minn. R. Crim. P. 3.01. For these reasons, the State requests a body-only complaint warrant to help ensure Defendant's prompt apprehension and appearance in court to set bail and conditions of release.
