The Complainant having reviewed the applicable reports believes the following facts to be true: that on November 4, 2025 at approcimately 4:35 A.M. A police officer stopped a vehicle in the vicinity of Maryland and Flandreau in the City of Saint Paul, Ramsey County for failure to signal a turn. They approached and spoke to the driver, who would eventually be identified as Chelce Burma DAVIS, [DOB redacted], Defendant herein. When asked to identify herself, Defendant first gave the name of "Tazia Edwards" with a date of birth of 1-21-89, which came back not on file.
She then gave the name of "Vionca Smith" with a date of birth of 1-21-89, which also came back not on file. Defendant was then asked to exit the vehicle. When she did, officers could see drug paraphernalia in plain view in the driver's compartment, as well as two small rocks of what appeared to possibly be crack cocaine. Defendant was then placed under arrest. A search incident to arrest discovered a third suspected crack cocaine rock in her coat pocket. In a Mirandized interview, Defendant agreed that all three rocks were hers and that they were cocaine, and testing revealed that the amount of cocaine was.13 g. Defendant did not disclose her true identity until the booking process, when a felony warrant for her arrest was discovered.
