On March 15, 2026, at approximately 2:41 a.m,, St. Cloud Officers were patrolling near Go For It Gas in the City of St. Cloud, County of Stearns, State of Minnesota, when they observed a vehicle exit the parking lot without its headlights on. The vehicle continued for a couple blocks before turning his lights on. Officers followed the vehicle and initiated a traffic stop. The vehicle began backing into a parking spot, and appeared to not know he was being stopped. While backing into the spot, the driver ran into another vehicle that was parked.
The driver exited his vehicle and walked away. Officer Kinder stopped the driver, who was later fully identified as Corey Jamal Evans, [DOB REDACTED], the defendant herein. The defendant denied striking another vehicle. While speaking with the defendant, Officer Kinder could smell a strong odor of alcohol coming from him and he was showing signs of impairment. Officer Kinder learned the defendant's driver's license was canceled, inimical to public safety. The defendant became uncooperative and refused to complete field sobriety testing.
The defendant was placed under arrest and continued to be uncooperative. Officers attempted to place him in handcuffs and he tensed up and tried to pull away. He continued to resist and pull away, and at one point, officers believed he was going to run. The defendant's behavior escalated and he was brought to the ground. Officers were then able to get handcuffs on the defendant. The defendant refused to sit in the squad car and officers had to push him into a sitting position. He then tensed up his legs and would not move his legs into the vehicle.
Officer Kinder obtained a search warrant for the defendant's blood or urine. The defendant told officers he was refusing all tests. He then told officers he did not understand the search warrant. Officer Kinder held the search warrant up closer to his face so he could read it and he closed his eyes. A review of the defendant's criminal history revealed a prior conviction for felony driving while impaired on December 22, 2021, in Stearns County District Court File No. 73-CR-20-8623. The defendant also has a prior felony conviction for driving while impaired on November 18, 2020, and three gross misdemeanor and misdemeanor convictions for driving while impaired in 2015 and 2017. Complainant has reason to believe and does believe that all of the above information is true and correct.
The above facts constitute your complainant's basis for believing that the above-named defendant, on or about the 15th day of March, 2026, in the City of St. Cloud, County of Stearns, State of Minnesota, committed the offenses described herein.
