A sworn officer of the Waite Park Police Department duly states the following facts establish PROBABLE CAUSE: On or about October 9, 2025, Officer Hana Deschepper reviewed a report from Trobec's Bus of a school bus stop arm violation that occurred at [ADDRESS REDACTED], City of Waite Park, County of Stearns, State of Minnesota. The report, submitted by bus driver M. Y. D., fully identified in the police report, provided that on October 6, 2025, at approximately 2:16PM, M. Y. D. Stopped her Trobec's school bus at [ADDRESS REDACTED], activated the bus's 8-light system and extended the stop arm.
As approximately 10 children were exiting the bus and cross the street, M. Y. D. Observed a Ford sedan bearing Minnesota license plate [PLATE REDACTED] pass the bus, making no attempt to slow down. Children continued exiting the bus as the vehicle drove by. M. Y. D. Described the driver as a black male in his 30's with short black hair. Officer Deschepper reviewed the video footage provided by Trobec's and observed the suspect vehicle to pass the bus after the bus had been stopped for approximately 30 seconds with the stop arm extended and lights flashing.
Children were exiting the bus as the vehicle drove past. Officer Deschepper identified, through DVS, the owner of the suspect vehicle to be Romell Horton, [DOB REDACTED], the Defendant herein. Officer Deschepper made contact with the Defendant over the phone. The Defendant confirmed that he owns the suspect vehicle and that he is the only driver of the vehicle. The Defendant also confirmed that he was driving on Park Meadows Drive on October 6, 2025. The Defendant did not remember seeing a school bus.
Complainant has reason to believe and does believe that all above information is true and correct. The above facts constitute the complainant's basis for believing that the above-named defendant, on or about October 6, 2025, in the City of Waite Park, County of Stearns, State of Minnesota, committed the described offense herein.
