The Complainant having reviewed the applicable reports believes the following facts to be true: On January 2, 2026, officers with the St. Paul Police Department responded to a reported domestic assault that occurred on Jenks Avenue in the City of St. Paul, County of Ramsey, State of Minnesota. They spoke with M. S. M., fully identified in the police reports. M. S. M. Reported that the incident happened on December 31, 2025. She and her husband, Eric Lee Fong Xiong, [DOB REDACTED], the defendant herein, had an argument earlier in the month and she had been staying with friends ever since.
On the 31st, she went to the residence to see her children. Things were initially fine with her and the defendant, but he got upset when he saw her group chat with coworkers. The defendant accused M. S. M. Of cheating on him and took her phone. He threw it to the ground multiple times until it broke into pieces. M. S. M. Tried to stop the defendant but he told her he would slap her. She tried to leave, but the defendant initially stopped her. She eventually pushed the defendant off of her so she could leave the residence.
M. S. M. Explained that she was afraid of the defendant because he has physically assaulted her throughout the entirety of their relationship. He has also made comments about killing her before killing himself. During an argument approximately two years ago, he went to get his firearm out of the safe and loaded a bullet into the chamber. The defendant also threatens, assaults, and intimidates M. S. M. Multiple times per month and his behavior has been escalating. Complainant requests a warrant for the defendant's arrest.
