On February 1, 2026, at approximately 10:45 PM, Hennepin County Sherriff’s Deputies were conducting routine patrol near Franklin Ave. E at Elliott Ave., in Hennepin County, Minnesota, when they observed a vehicle traveling East on Franklin Ave. Without a front license plate. Deputies initiated a traffic stop of the vehicle and ran routine checks on the vehicle, confirming that the registered owner of the vehicle had a revoked driver’s license. Deputies approached the vehicle and spoke with the driver, whom they identified as QUANTARRIOUS LAMAR STRICKLAND, hereafter Defendant.
Deputies confirmed that Defendant was the registered owner of the vehicle and that his driver’s license was revoked. While speaking with Defendant, Deputies smelled the odor of unburnt marijuana and observed a plastic sandwich bag of what they believed to be marijuana (based upon their training and experience) in the center console. Deputies told Defendant they could see the marijuana in the center console that that it was not in a proper dispensary bag. Defendant admitted the bag contained marijuana and that he had smoked marijuana about an hour prior to the traffic stop, stating that he has a “smoking problem” and smokes heavily.
At this point, Deputies conducted a search of Defendant’s vehicle, due to the improperly packaged marijuana and recent marijuana use. Deputies located the following in the vehicle: I. Marijuana bulbs II. 2 small glass containers filled with marijuana III. 67 pills of field-tested-positive methamphetamine IV. A digital scale Deputies then arrested Defendant for illegal possession of narcotics. At present, Defendant is in custody.
