The Complainant having reviewed the applicable reports believes the following facts to be true: On November 22, 2025, at approximately 1:12 A.M., a trooper with the Minnesota State Patrol was at Interstate 35 E and Larpentuer in the City of Saint Paul, Ramsey County. The trooper saw a vehicle speeding. The trooper stopped the vehicle and identified the driver as VINCENT LORNE GREGERSEN [DOB REDACTED], Defendant herein. The trooper could smell the odor of alcohol coming from Defendant. The trooper observed that Defendant's eyes were bloodshot and watery.
The trooper had the Defendant conduct standardized field sobriety tests and observed clues indicating that Defendant was impaired. The trooper arrested Defendant. The trooper read Defendant the breath test advisory. The trooper asked Defendant to submit a breath sample for testing. Defendant submitted a breath sample. Testing on Defendant's breath sample revealed that Defendant's alcohol concentration was.16 within two hours of driving.
