On March 21, 2026, at approximately 1309 hours, Cottage Grove Police Department Officer Kilka was dispatched to Hy-Vee in Cottage Grove, Washington County, Minnesota, for a report of theft of a bicycle. Upon his arrival on the scene, Officer Kilka spoke with the complainant, hereinafter referred to as "Victim" (a juvenile male fully identified in police reports). Victim [NAME REDACTED] was riding around on his bicycle with a friend and they stopped at Hy-Vee for a drink. They placed their bikes in the bike rack on the east side of the gas station building and went inside.
When Victim and his friend came back outside, Victim saw a male in his 30s, wearing a green/teal shirt take his bike. Victim was able to provide a description of the bicycle, and Officer Kilka later called Victim's dad, who said the bike was worth approximately $1,500.00. Officer Kilka was able to obtain surveillance video from the theft, which confirmed Victim's account of a male in a green shirt taking his bike. There were clear images of the suspect on the surveillance video, which also captured distinctive tattoos on his arms.
A criminal analyst with the Cottage Grove Police Department reviewed the images and preliminarily identified the suspect as JOSHUA BRIAN DANIELS [DOB REDACTED]. Detectives confirmed that the video depicted Daniels stealing the bicycle. They were later provided supplemental information from Victim's father that, including recent upgrades on the bike, it was worth at least $1,200.00. Daniels has a history of committing thefts and has a number of active warrants out for his arrest. The State is requesting a complaint warrant, as his current whereabouts are unknown and he is unlikely to respond to a summons to appear in court.
