The Complainant having reviewed the applicable reports believes the following facts to be true: Officers with the St. Paul Police were conducting patrol on or about March 18, 2026, in the area of Frank Street and Maryland Avenue, St. Paul, Ramsey County, MN, when they observed a 2007 Silver Mazda veering over the lane lines while traveling eastbound on Maryland Avenue. The officers conducted a traffic stop and discovered three occupants, the driver, and two passengers, one seated in the front passenger seat while the other was seated in the back passenger seat.
The driver was later identified as HSER HTEE THAW DOB 91/2006, the defendant herein. An officer spoke with the defendant and reported observing an open glass bottle of Corona in the cupholder between the driver seat and front passenger seat, as well as an odor of alcohol emitting from the vehicle. The officer instructed the defendant to step out of the vehicle and conducted a pat-search. An electronic vaporizer fell out from the inside of his right pant leg during the search. The officer felt a cell phone on the defendant's left pant leg as well as another hard and heavy object, whose shape was consistent with a handgun.
When asked what the object was, the defendant just looked down towards his left leg. Police found a loaded 9mm handgun in the defendant's pant leg with one live round in the chamber. The handgun did not have a serial number and was considered by officers to be a "ghost gun." The defendant did not have a permit for the handgun. A search of the Mazda later also revealed two live.22 rounds in the center console of the Mazda.
